The issue is that whatever update to USB use was made, broke the USB port to identify that a CAC Card reader is plugged in. For example, I have my CAC Card reader plugged into the USB port. It lights up and receives power. Both led lights turn on. Under "Settings">"Internet Options">"Content" Tab>"Certificates" Button>"Personal" Tab: None of my certificates register from my card reader.
